[mkiv] 22.6 volts in my mkiv tt electrical sys.?????

sup guys, recently my battery kept on dying after sitting for one day
in a garage,
i traced the problem to a "sticking" heater blower relay, after
replacing it everything
was ok-no more draw :), well, next day-by accident- i found my wipers
not working,
started checking fuses as per circuit diagram on page 126 of fsm-ok,
then i checked voltages going in/out of wiper switch and to my
amazement i found
22.6V coming out of connector C14-d/s lower panel midway-where all the
connectors to the steering column meet- i was like wtf?? i have batt.
voltage
coming in(connector off) but when i connect it i get 22.6V?????
it's a blue/red and blue/white wires plus another one(forgot what color)
with 22.6V on them??? i tried another wiper swtich assy. to no avail,
anybody has a full schematic of inputs/outputs of connector C14?? what
the hell is doubleing
my voltage? i have only one battery in the car, lol, thanks for any

p.s.
i tried 2 diff. fluke meters, same result.
